Every spring, the Centro district publishes next year's list of stalls in the city bulletin and puts it out for public comment for twenty days. Within that window anyone can file an objection. We have read the 41 documents published between 2007 and 2026: in the 12 that state it, from the 2017 list to the 2027 one, not one received a single objection, and the list was approved exactly as it came out.
BOAM · 41 documents read one by oneIt is set by article 7 of the Ordenanza Municipal Reguladora de la Venta Ambulante, of March 27, 2003: each district council approves once a year the number and location of the pitches and street-market stalls in its area.
The window was fifteen days up to the 2015 list and became twenty with the resolution of March 13, 2015, BOAM 7372. They are working days: article 30.2 of Law 39/2015 counts administrative deadlines set in days that way, leaving out Saturdays, Sundays and public holidays.
To object you need the BOAM number and the date, because the window is counted from the day after publication.

c) Rastro en domingos y festivos.

In that same document, every other category is listed stall by stall and ends by declaring vacant, newly created and removed pitches. The Christmas tree market on Plaza Mayor names its single vacancy by module number. The Parque de la Cornisa street market is given as 85 stalls, the Mercadillo de las Artes as 20 modules. El Rastro, the biggest market in the district, carries no stall count and no declaration of vacancies in any of the 41 documents.
This does not prove the stalls are handed out badly, and nothing we have read supports that. It proves something narrower and checkable: the public draw that article 17 of the Rastro ordinance requires for vacancies has, in the very document where the district publishes exactly that for every other stall, no published vacancy to work on. The finding, in short, is in zero vacancies.
The Rastro entry carried the window to apply for a stall in 20 of the 41 documents, every year from the 2007 one to the 2016 one, with the formula "Plazo de presentación de las solicitudes: del 1 de noviembre al 31 de enero". From the March 15, 2017 document, BOAM 7867, that line never appears again: it is missing from the 21 published since.
This is worth putting carefully: the window need not have stopped existing, because the city's own procedure page still gives November 1 to January 31. What changed is that it stopped being published where someone who wants a stall would look for it.
Of the 41 documents, two resolve objections that were filed.
March 27, 2008, BOAM 5801. The council rejected five objections, upheld one and approved the 2008 list "with the corresponding amendment" regarding a roast-chestnut pitch on Calle de Postas. Six people wrote in within the window, one of them being right was enough, and the list came out changed.
July 2, 2010, BOAM 6217. The council rejected the objections filed against the 2011 list and approved it definitively.
Since then, and in the 12 documents that state it, none has been filed. We do not publish the names: they are in the bulletin, they are private individuals, and they are not needed here.
You do not have to hold a stall or live in the neighborhood: public comment is open to anyone.

The cycle for the 2027 list is closed: it opened with the decision published on March 20, 2026, BOAM 10090, and was definitively approved by the resolution published on June 30, 2026, BOAM 10158, no objections having been filed. The next one will open with the decision of spring 2027. In the last five cycles that decision was published between March 15, 2000 and April 8, 2000.

The 41 documents are every Centro district pitch listing published in the BOAM between December 20, 2007 and June 30, 2026. They were read one by one and the Rastro entry taken word for word.
