Article 17 of the Rastro ordinance requires a public draw for vacancies. Across 41 BOAM documents, from 2007 to 2026, the Rastro entry does not declare a single one: there is no public list for that draw to work on.
The Centro district's annual pitch listings do handle the vocabulary: other street markets in the district declare vacant, newly created and removed pitches, and the Christmas tree market on Plaza Mayor goes as far as naming its single vacancy by number. The Rastro entry, across the 41 documents, carries no stall count and no declaration of vacancies. The whole file, document by document, is in objections.
This does not prove the stalls are handed out badly, and nothing we have read supports that. It proves something narrower and checkable: that from the outside it cannot be known, because the draw the rule requires has no public list to work on.
A finding lands here when two documents from the same authority say incompatible things. The contradiction is published with its sources and the date it was checked, and nothing more: conclusions the documents do not give are not written.
