The register authorizes 12 stalls on Calle del Casino and 12 on Calle de Embajadores, 24 in all, and neither street appears in any of the three bands of Grupo 5.º of the fiscal ordinance. We have not found what rate they are charged at.
Grupo 5.º of the fiscal ordinance splits El Rastro into three bands and assigns every street to one, sometimes splitting roadway from sidewalk. Casino, with 12 stalls, does not appear. Embajadores, with 12, is named only as the boundary of Plaza de Cascorro, not as a street of the zone. The full fee, worked out, is in what a stall costs.
It can be said that both streets have authorized stalls and no published band. It cannot be said that they do not pay: only that the document setting how much does not name them.
A finding lands here when two documents from the same authority say incompatible things. The contradiction is published with its sources and the date it was checked, and nothing more: conclusions the documents do not give are not written.
